The 2012 commencement exercises at the University of Southeastern Philippines (USEP) remain a proud memory for many, especially for Atty. Karlo Nograles, who championed the scholarship program that helped hundreds of students graduate.
“One of my greatest joys was seeing students graduate through our scholarship programs,” Nograles shared. That year alone, 548 scholars graduated from USEP, including 24 cum laude awardees.

Among them was Marriel Torreliza, who graduated with cum laude. “All my hard work paid off. Saying thank you is not enough,” she said emotionally.
Jandyl Martirez, another beneficiary, expressed deep gratitude: “It was a big help, especially with my tuition fees.”
Kevin Viray, also a cum laude graduate, added, “I hope Congressman Nograles continues supporting Oplan Kaalam. It changed lives.”
“These numbers are not just statistics,” Nograles said. “They are living proof of dreams fulfilled, families uplifted, and lives changed.”
As he looks ahead to a new chapter, Nograles remains committed to expanding educational opportunities. “Education is the key to real change. We will continue to send students to school and bring true hope,” he added.
