The Commonwealth Act No. 51 was signed by President Manuel L. Quezon which formed the City Charter on October 16, 1936, inaugurated in front of this building on March 01, 1937 by Secretary Elpidio Quirino. For this, Davao was the center of government and the premier City in Eastern Mindanao during American regime. Now, the premier city of southern Philippines
